Applicability of Licenses – Qualification Matrices
In this training, we will learn how to configure Qualification Matrices and Applicable License Capacity for Ranks in the COMPAS Crew Management System Admin Panel.
Let's begin.
Navigate to Admin and select Admin Panel.
Under Training, click Qualification Matrices.
This section displays the qualification matrices that have been configured to support specific compliance and deployment requirements.
To review the mandatory qualifications for a matrix, click the Book icon.
For example, under Personal Documents, you can view the mandatory documents required for each standard rank. The letter M indicates that a document is Mandatory. In this example, any rank marked with M must hold a valid Certificate of Competency (COC) license.
To configure the license equivalencies used in these qualification checks, return to Admin Panel.
Under Matrices, select Applicable License Capacity for Ranks.
Here, you will find the standard ranks and the corresponding license capacities that have been configured by the administrator.
For example, a Third Officer may hold any of the listed STCW license capacities and still be considered qualified for deployment as a Third Officer or Officer of the Watch, subject to company requirements.
Similarly, a Chief Officer may be assigned onboard with either a Chief Officer COC or a Master COC, while a Master must hold a valid Master Certificate of Competency.
The same principle applies to engineering ranks. Engineers must meet the applicable requirements under the STCW Convention, and higher-level licenses can be configured as acceptable equivalents for lower-ranking positions.
For instance, if a Crewing Manager is planning an assignment for a Second Engineer, the system can be configured to accept a crew member who holds a higher license, such as a Chief Engineer COC. Qualification compliance will be automatically validated based on the license capacity mappings defined in this matrix.
Adding a New License Capacity Mapping
To add a new configuration, click the Green Plus (+) icon.
A new window will open, displaying all available STCW Rank Capacities that can be assigned to the selected rank.
For example, when configuring a First Officer, you may determine that a Chief Officer license should also be considered acceptable. Select Chief Officer Capacity and click Add.
Since a Master license represents a higher level of certification, it can also be added as an acceptable capacity for the First Officer role.
Once all required capacities have been added, click Close.
You will now see that the First Officer rank is associated with both Chief Officer and Master STCW Certificate of Competency capacities. These mappings will be used by the system during qualification and compliance checks.
Modifying an Existing Configuration
To update an existing rank capacity mapping, click the Pencil icon.
A new window will appear, allowing you to modify the configured capacities as required.
When making changes, ensure that all configurations remain compliant with your organization's policies and applicable STCW Convention requirements.
If the license capacity you need is not available in the selection list, please contact your COMPAS Administrator for assistance.
