This guide is written to provide information to clients who have requested the automated contract generator tool is used to assist with ‘seeding’ the first set of contracts within COMPAS to avoid workload on go live or cut over operations.
It provides details on the logic used to create the contracts, limitations & pre-requisites of the tool and risks of overreliance on the tool which circumvents the controls set within COMPAS user interface to ensure contract data is correct.
The Contract Generator Logic
- The tool will look for the applicability of wage matrices based on wage matrix applicability settings vs their current movement. (Owner Pool, Vessel Type, Nationality, Vessel, Manning Office).
- The tool will create a contract associated with the most recent wage revision of the matching wage matrix.
- The tool will record the contract start date as the date specified in the tools settings OR will record the contract date as the from date of the most recent onboard movement as defined in the movement types configuration.
- The tool will set the contract seniority as of the contract start date.
- The tool will set the contract onboard tenure per the onboard tenure defined in the CBA linked to the Wage Matrix applicable to the contract.
Limitations and Pre-Requisites for using the Tool
- To provide reliable results only ONE wage matrix should be applicable per CID cohort. If more than one wage matrix is applicable, the tool will choose the first one it comes to whilst executing the query.
- The tool will fail to create contracts if the contract start date precedes the date at which an applicable wage matrix is valid from.
- To apply seniority an applicable balance of seniority days is required to take into account any given seniority rules.
Risks and Mitigations
- The tool is a method of bulk creating contracts using a defined set of logic and assumptions. It assumes the data/ configuration within COMPAS is correct in all cases. Given the complex nature of COMPAS wage matrix and individual circumstances, it cannot be guaranteed that any given contract will be correct in every case.
- Whilst we provide the option at clients request it is NOT recommended to pre-approve contracts. All contracts should be manually checked by a professional crew administrator to ensure any payments made are subject to human verification of the circumstances of each case. OTG cannot accept responsibility for any contracts which have not been manually verified and all data proved correct from source.
- The contract generator takes a snapshot of the database as the time of creation. Any subsequent changes to the configurations of wage matrix, wage element and/or seniority balance will not be reflected in the generated contracts.
- Any discrepancies found within the contracts can be corrected by simply deleting the contract and re-generating it using the GUI tools after confirming all configurations are correct.
